Mr. Paskin has asked me to send on direct, as he is deeply engaged at a meeting with Sir T. Lloyd this afternoon, the statement attached below which it is proposed that the Secretary of State should make in regard to the disposal of Japanese assets in Hong Kong.

The general lines of this statement were readily accepted by Sir A. Morse and Sir Man Kam Lo at a discussion which was concerned more particularly with the Hong Kong University Endowment Fund. The statement of course, relates to the treatment of assets in the Far Eastern territories where the bulk of them lies.
Mr. Faskin is anxious that the Secretary of State should approve this statement in case it is necessary for it to be issued during his forth- coming absence. Would you please submit it to him for his authority to issue as and when necessary
